This is my second attempt at editing... my first attempt was MUCH better.... (http://www.simviation.com/cgi-bin/yabb2 ... 1167406251)
But, anyway, here it is!

Sadly, my computer has a program called "Picture It!" not photoshop.....

for a second attempt, its...not bad.  i think you were going for the sense of speed with the blur?  for that to work, the background ned to blur in a direction i.e left to right, top to bottom etc.  i found the shout kinda messed with my eyes, and i found it hard to focus on the 'sharp' image (the a/c) in the middle.  drop by studioV if you have any questions...im sure someone will be able to give you better advice.  i am pretty new to editing myself...i have only edited 3 shots so far.

but, as vavavoon said u need to add some motion blur to the scenery e.g. the background. i would recomend a top to bottom motion blur
