Shot by an unknown photographer, probably taken May/June 1940.

Couldnt decide which one I like better so I put in both.

And how can I make some scratches into this pic?

Hmmm nice but I do think a tad to much blur. Just a tad. As for the scratches in photoshop I would try and use film grain and/or a new layer. On this new layer make some random lines and dots of different thickness. Then use levels on it and UnsharpMask. Sharpen the layer to some crazy amount so the scratches look smaller and rougher. Then invert (ctrl-I), this will make your black lines white. Then apply it to the layer and mess with the opacity, fill, and color balance. Should get a nice result with a bit of time.
