I see a lot of edits that use this effect but most of them are to busy to look good. But this screenshot is superb for it. Not a lot of extra things so it really makes it look good. Great edit and choice of shot.  :)

NEON effect on the gimp (or it's photoshop equivlent) by any chance?

you can produce some great effects by creating a neon image and merging it (by making the black transparent) with the original image.
