A very nice freeware model with several variations including a couple with floats.........how did you miss this one Club? :)

Also Club there is a paintkit for it & knowing your a repainter I bet you could do a good quality paint for it.

From the way I do paints, Layers would actually only make my work 10x harder.  I use something kind of like them, which helps me a TON, but if I were to use an actual layer function, it would only make things a LOT harder. :P

No.  You see, Game Maker's built in image editor is VERY diffrent from most other programs.
It can be used to make animated images, so when you're working in one frame, there are two little buttons at the top that let you instantly move to the previous or next image.  In my case, I usually have the plain white and one I used saturation intensity and color on for the new paint, copy it, move back to the frame before it, the white one, and paste it on in the exact position.
