Why are countries arming themselves like this???
Most people think that flying a plane is dangerous, except pilots because they know how easy it is.
Arguing with a pilot is like wrestling with a pig in the mud, after a while you begin to think the pig likes it.

A Aerial Refueler is not really a type of arms. All it is is transporter that has the ability to extend the range of other said arms, or provide humanitarian support with its far reaching capabilities.

By it self it does no damage and can't hurt anybody.

Because everyone is still flying aircraft that are 20-30 years old.  There will be a huge demand for the new tankers from Boeing and Airbus as nations around the world work to upgrade their fleets.  The same thing is happening in the airline industry, with many airlines placing huge orders for newer, more efficient aircraft.

Big aeroplane are very noticeable, so buying one to go alongside you small (non expeditionary) fighter fleets are good PR. One could class it (in quite a few cases) as "willy waving" (mines bigger than yours etc). It's particularly noticeable with developing military powers, and smaller nations.
