What is it with the Russians and their turquoise cockpits?
That one I can actually answer....
From what I know, it had to do with a series of Russian psychological studies that indicated that blues and greens produced a "calming" effect. I've also heard that it was a little cheaper to use those colors too.
Notice also that Airbus cockpits are blue, and some old DC-9 cockpits use nearly the same green color:

http://www.airliners.net/photo/Hainan-A ... 0759087/L/Overall, mainly it's about psychology. In current times, I think everyone (including the Russians) has switched over to either light gray or light blue.
Personally, I've used Cessna's with the following panel and or surrounding colors.
White upholstery with black & woodgrain/cherrywood panel.
Black panel with blue upholstery
Black panel with tan and red upholstery
Gray panel with gray upholstery.
I liked the black with blue, and the all gray options the best.
I kind of want to experience a "Russian Green" panel one day in my real world flying.

Poland apparently did not like Tupolev Green, so here is a Tu-154M with a beige panel. It certainly looks strange to me!
