Use this website:
http://adds.aviationweather.gov/metars/Type in the airport identifier and then check either METARs or TAFs..
You can see what the wind is (and is forcast to be) .. THat will let you know what runway is in use

Do you understand what runway numbers mean ?
They're the magnetic heading you'd be on while using that runway, divided by 10. Hence runway 04 has an aproximate heading of 040 Degrees.
Runway 22 (same as 04 but in the opposite direction) would have a heading of 220.
The two (four) runways at LGA are 04/22

Runways 22 and 04 are the same stretch of tarmac. Assuming planes don't just stay at the airport for ever then I would presume that anyone spotting on runway 04 would be getting the aircraft as they take off.

Do a google for air traffic control audio and you should turn up a web page that broadcasts real time ATC audio for a variety of US airports including LaGuardia. If you listen to the LaGuardia approach, tower, etc for a couple of minutes it becomes pretty obvious what runway is in use. Plus, it's super cool!

Im pretty sure that they dont take off runway 4. Why, because buildings are deadly close to the end of the runway and when the planes lift off from LGA it usually pitches up for about 10 seconds before getting proper lift to start climbing. A 757-200 would proly de-roof a few buildings before it got the chance to get real lift.
Thankyou for all of your help and I'll be sure to never forget that.
