Having seem this sort of this first hand I can see both sides of the story. At a small airport, stopping everything is an option, but at a big international multi movements per minute it is not. The chaos it causes cannot be underestimated. Just think about the amount of animal strikes we have without adding to them. What would the headline be if the dog scared to death ran over the runway was ingested on take off as when the all stop was called, an aircraft was past V1. It was also night, adding to the problem.

1. Captain, if the problem is not entered into the technical logbook.........then the aircraft does not have a problem.
2. And, if you have time to write the fault on a napkin and attach to it to the yoke.........you have time to write it in the tech log....see point 1.
