Im not certain, but I believe that in good weather conditions such as that day at SFO, VFR landings are common. Meaning ILS is not used. Pilots still have the PAPI lights to go off to check their glideslope... so I am still trying to figure out how they managed to stall before landing. Its like they paid no attention to their speed.

ILS at SFO was down for scheduled maintenance and all pilots flying into SFO knew this in advance .
However, there are a few other excepted ways to line up with the runway land very safely.
So, visual approach was required at final .

This has not been a problem at SFO as it has long, straight unobstructed, approach and especially on that day, visibility was good.

In fact anyone flying into SFO as a passenger for the first time may think they might be landing in the water until the runway suddenly comes into view.

Easy enough mistake to make, and still being made 110 years after people starting flying.

As for approaches, even when in good VMC conditions, it's fairly usual to still be "flying" an ILS (or VOR/NDB) descent profile with the aid selected to act as a aid to "monitoring" to the approach. But, yep, PAPIs/VASIs etc should all be used, and the touchdown point should still be some distance into the runway.

As a side note...

CNN's resident idiot Wolf Blitzer, is falsely telling viewers that SFO is very difficult to approach.
