Do they have such folks as"Texan" or "Alabama" Air Traffic Controllers...?

As far as I'm aware it's regarded as common courtesy to greet the controller in their mother tongue regardless. For example on entering French airspace from the UK, I would expect my initial contact with the ATC agency to start "Bonjour..."

Wouldn't this trick the ATC into thinking that you want to speak his/her native language while in facts you can't?

Not if you said "Bonjour, this is flight XXX from AAA to BBB...." ;)

What if they reply "Good morning, l'amour toujour abat-jour [add random french words here]"?  :D
