Yes it is...

Essentially it's just there for info. It'll be given a serial no, the dates and times for which it is valid, if it is permanent or temporary, what the notam is and where it is. It also gives other details, for example contact frequencies or telephone number.

Typical examples I see every day are things like static balloons, unservicable lights on masts, demolition, detonation of explosives, activation of ranges and danger areas, sports events (horse racing), noise avoids, and often night low level flights in certain areas are booked by point to point notams with predefined corridors between points at specified times...

Also unservicable navaids (like out of service VORs etc)

And you're supposed to check them before each flight. Especially now with TFRs popping up on a whim all over the place.

Yeah..  When (if) you call 1-800-WXBRIEF to file a flight-plan and get a weather briefing.. You can ask for NOTAMs, D&L..
