Speed Cameras - 'NOT IN USE' Sign...

Does anybody else think this hypocritical / stupid:

I've just passed two speed cameras, both lovingly covered with orange bags, emblazoned with the words 'NOT IN USE'. Thats fine, you say, but I thought the 'official' stance on speed cameras was about road safety, not revenue?

So regardless of whether the camera is operational or not, wouldn't it be more effective in slowing people down if we all just assumed that the camera was working all the time.

Rather than hanging out a 2sq ft invitation to go as fast as you can....

Just a thought.

We all know these things are for profit, not road safety. This simply proves it.

In holland a 'not in use' gatsometer is either:
[*]burned down
[*]spraypainted
[*]shot at with hunting rifle
[*]blown up with milspec practise grenade
[*]Bent
[*]turned around 90 degrees

It is because they have (probably) been found to be installed outside of the guidelines governing where and when they can be put up. A camera can only be put up if there is a precedent for it's location (school and persistent speeding for example)  or there has been (I recall) 4 accidents involving personal injury over a period of (again as I recall) two or three years. Although what defines personal injury is also a grey area that is used to put them up. For example there is a speed camera on the M4 between Reading and Swindon. It had four accidents to qualify as a blackspot so a camera could be installed. One of the "personal injury" reasons, you will like this..........................A man jumped form a flyover onto the M4 to commit suicide. Said individual died on the M4 at the same spot as three other "personal injury" examples, so the local authority said there had been four deaths/personal injuries, a camera could be put up ::)
