Interesting, oddly enough in the good old days most racing was of a "street" variety. The only true one left now is Monaco. Yes it is exciting to watch but I personally often wonder about the safety aspect.
If you want to watch terrifying racing on a road circuit the Isle Of Manx TT motorbike races are where it is at. And yup normally at least 3 people are killed racing each year on average.....

Moto racers have a deathwish.  

Now that I think about it, the song I am listening to right now would fit their lifestyle-"Miserlou"(Pulp Fiction theme).

Street Cirquits?

Look for the world rally championship. Ok, its not a cirquit but you can stay on the road and grab the cars.

There are also several hillclimbs in Europe. Nearly each county has the own championship and there is also an European Championship.

Or father away (for me) is the pikes peak race (or somewhat like this). The longest hillrace on the world.

And finally the biggest spectacle is the race of champions, now in Paris. Its a cirquit but not on the street but in an event-hall (Percy). This is real a "must been there once in each live".

] I'm sorry but rally doesnt even come close to being what F1 is with Monaco. No other race in any other series brings the prestige that Monaco does.
