Let me get a stab at this. It used to be that rims were made of steel and designed primarily to hold your tires. They were not very attractive and so they installed wheel covers over them, mostly made of plastic or aluminum. Some were fancy looking using spokes however, these were easily stolen or likely to fall when hitting a bump. Lately, most upper styled automobiles were equipped with fancy tire "rims" at extra cost of course. Many of these rims are made of magnesium or aluminum alloy some costing over three hundred dollars per rim. Many rims are chromed and elaborately designed. These fancy rims no longer need wheel covers.
