Try redownloading it and if you still get the same result the model has a problem with it and there is no cure for it. As the model is made at the time of the aircraft creation so if the designer does not do something correct or forgets to put something into the aircraft and compiles it the resulting model will have errors in it. Only the orignal designer can fix this kind of problem. 8-)

As said above, the FS9 model itself will not work with FSX.
You will need to wait for The Citation X for FSX!
