Does anyone know if it is possible to alter the speed of the radar dome on the Captain Sim E3?

Why would you want to? That's how fast it goes in real life anyway..

Yeah but on the ground, during takeoff and landing it spins at a much slower rate.

If I'm not mistaken, it dosen't spin at all during those times, because there's no need to have it on.

Is there any way of shutting it down then to make for a more realistic landing and takeoff?

If you read the manual...one of the FAQ question was the same one you asked....and the answer is still the same...Nope
