I'm looking for a payware product for fs2004 that will make my ground textures more clearer at a lower altitude.

I have GEPro and FE installed.

I can't think of any such addon... apart from GEPro (but you already have that). Perhaps it is the limitation of FS9 that is making your textures "Unclear" (as FS9 supports a maximum of 4.7m/px I believe).

The only solution I can think of is the dreaded switch to FSX .
