Terrain Editing

I have a small question to ask...
Is there a terrain editor that can flatten terrain in FS2002?
There is an airport of mine in India that the tarmac keeps 'flickering' when I taxi or fly past it/on it. I think it's because the terrain the tarmac is built on isn't level. Is there an editor out there that can solve my problem?

Also, I'm using a really old scenery creator. I think it's called "Ultimate Scenery" by LAGO. Is there an editor that can add real tarmacs, structures, and taxiways to FS2002?
