So now that I have a world of AI traffic, I would like to do some planespotting from the tower.

Don't know about the spotting, but why not park some plane without VC and pan around to spot the AI?

To get rid of Meigs:
- Create the flight you would like to start with
- Save the flight
- Check the "Make this the default flight" box

There's a module called Fly By available here that will do this (on a restricted basis for the freeware version) but unfortunately for FS2002 users it's FS9 only - sorry. Can't think of anything else that will do it for 2002.
