My pc generally averages around 35 - 50 fps depending on weather, panels, traffic etc.  Therefore what should i be setting the target framerate as?  If I have it set too high or low will it actually hinder my performance? - my pc specs are ample for fs2k2 and i always have scenery and traffic maxed out without any jerkiness.  

In short, does it really matter what i set the target framerates as?

I always have mine set to 30 fps. Anymore and your eye can't tell the difference, so why have you computer work hard for something if it doesn't have to?
