is there any way to modify cfg/air file so that when i select an aircraft. IE mustang or corsair  the flaps are down when started

Put the flaps down then save the flight.  Make the flight you just saved your default flight.  When you start your default flight your flaps will be down.  Of course they will also be down for every other aircraft too.
