AI Problem

After install UT, Flightplans an AFCADS i still seem to be doing something wrong. I have about 4 planes at terminal 1 and no planes at termianl 2 ( EDDF) and 2 iberias in Madrid this is still the case after turning the AI percentage to 100% any advice???
