Am I right in thinking that the files at http://www.simviation.com/fsdterrainsrtm.htm will put realistic hills in FS2002 Pro? Is the locater, for example 'SA32 11.9MB'  The post / zip code of the area?

I would imagine that the SA stands for South America
The 11.9MB stands for the file size.
The 32 is the 32nd file
As far as having hills Who knows. It might.
Most mesh files are a detail view of a given area the level of detail(LOD) depends on the rate of sampling.

I've downloaded the files for most of Europe including the UK, and they make a real difference to the way the scenery looks. The Alps are much better looking, and you can even identify individual mountains like the Eiger. I'd recommend using selected scenery files, if you have the hard drive space.

....oh, and the reference numbers are all identified on a map grid on the download page.
