ArrCab (Arrestor Cables) became a payware program and a part of the program package "Flight Deck III" very recently, so you now have to pay a small fee for it. :( >:(

But to answer your question:

http://www.abacuspub.com/

Just scroll down until you see something about Flight Deck III.

There is a new freeware equivalent here http://library.avsim.net/search.php?Sea ... &Go=Search

I've been using it for a couple of days and I like it better than arrcab.  It needs a minor modification to work in FS2002.

To use the meatball gauge with FS2002 follow the instructions for FS2004 and add this line to panel.cfg:

(Window XX) <- Your meatball window
...
render_3d_window=1 <-add this line
...
gauge00=rcb-miljet!Ball,  0,0,240,240

Thanks everyone, I'll scream again if I don't get the mod done properly. You know us pilots...practice, practice, practice.
