Taxispeed

I have just downloaded "Taxispeed"

Everytime I run it I enter the new speed and hit save changes and it bleeps and says "Run-time Error 75 Path/File Access Error"

Does anyone know what I need to do.

I have tried it both with the file inside and outside the fs2002 root.
