Enable rudder with Logi force ?

Hi Guys,
My stick the old Logi force has no twist rudder on the stick, authentic big beast that it is
I am trying to get the rudder axis onto the throttle wheel at the moment and another usb controller pot eventually when i build rudder pedals...
trouble is I cant get rudder to accept configuration for anything apart from switches...what am I doing wrong ?

Perhaps 2004 has a rudder that is configurable ?
