FSDS V224 problem

Hi,
     I have downloaded the new fsds version v224 when I try to create the mdl so that I can try it in fs2002 I get a message "cant find file parmdict.bin" I have no idea what it means.Does anyone out there knows what it means maybe I missed somthing please help.
