Cockpit zoom always reverts to 1.0

I can set the zoom of the cockpit window to, say 0.67, using fine zoom, but when I switch to another view and back to cockpit view, the cockpit zoom level is back to 1.0 again.

I have read posts indicating that I should place the following "in a panel cfg", but it does nothing for me when I place it in the panel.cfg of the Bell206b:
[VIEWS]
VIEW_FORWARD_ZOOM=0.67

What am I doing wrong?
