I saw some similar signs only the other day. The council uses non-drying paint on the roofs of buildings to stop people climbing on them. I assume it works. Strangely enough I almost took a photo to post here.

Yup anti climb paint ............ black and very very sticky and almost impossible to wash off your hands and clothing.
