That's the Union Jack, it's the flag of the United Kingdom of Great Britain and Northern Ireland. Each part of the UK (England, Scotland, Wales, and Northern Ireland) have their own respective flags.  This one, for instance, is England's.

I don't get it

While England were in the world cup lots of people had little England flags flying from their cars. Now that England are out they're joking about selling little flags that fly at half mast as a sign of mourning.
