It's also apparent that shopping is far more important than wheeling around a crippled up old lady. :o
That line painted around the tree branch just shows the degree of laziness a DOT painting crew have gotten to. Instead of stopping, getting out and moving the branch that would have hit the spray nozzle and knocked it out of alignment. They drove around it.
