Cars 'n' Plates

A foreigner arrives in England and sees a car with a red 'L' on a white plate on the back window. He asks his English friend what it means and his friend says,
"It means a Learner Driver. He's learning how to drive."
The day later, the foreigner sees a car with a green 'P' on a white background. Once again as he doesn't know what it means he asks his friend.
"It means the driver is a Probationary Driver. Although he has a full license, he is still inexperienced so cannot drive that well yet."
A couple of days later, the foreigner sees a car with 'GB' on the back. He tells his friend that he knows what it means.
"I know what that GB means!"
"What...?"
"It means Getting Better."
