I suppose they could build these pipes up to a major city and if said city didn't want to contribute any cash you just tip the end of the pipe up a bit and rain bodies down on the offender. At check in and boarding they pay for a trip to Los Angeles, having never seen the other end, the passengers arrive at 620 MPH. <<s Most cities are broke so pipe tipping would be the norm, I suppose.
