That's from the movie Kung Pow, its a prodigy of all the 1970s kung fu movies.

I like the scene when they make fun of cheap dubbing in Chinese translated films. Some guy asks another guy a question, the second guy starts moving his mouth but no voice is heard (exaggerating cheap dubbing). Then after 5 seconds of this guy moving his mouth as if he was explaining himself, you hear "I don't know"
