can i upload my gift card balance to my paypal account?
so i can buy game time codes for mmos like eve online?

It's unlikely.

The currency on the gift card will probably be restricted to use for that game/brand.

So I can't use Microsoft points to buy a new TV, only to buy Xbox or Windows Live related things.

Is it a paypal gift card? I would assume you could use it to purchase anything which supports the use of paypal, which most places do.
