Pretty Mad, but at who?

I know I'm mad, and have the right to be, but I don't know who gets the anger here.
Tonight, I went to Wal Mart, and I bought 18 wheels of Steel Big City Rigs for the PC for $20.
When I get home and open it, I notice the disc looks odd, but I can't place it, so I put it in, and nothing happens.
I do everything I know how to do, and as far as my computer is concerned, there is no disc in the drive.
I take it out and what I noticed earlier turns out to be a blank disc. No lines on the bottom at all.
So off to Wal Mart we go, where they tell us they don't do refunds on computer software, because how do they know I didn't just copy it, I say, how do I copy nothing?
I'm mad because they sold me a defective product and won't take responsibility for it, and they think it's up to the manufacture, and that it's their fault for letting it through QC.
Who gets the shoe to the balls here?
