The down side and actual effectiveness is often overlooked when laws are proposed. Will the older sound-shutoff units be unusable; will the sound stop an indecent px from being taken (my understanding is that it only gives a sound whilst the px is actually taken)?
This is similar to audio piracy whereas stopping it is nigh impossible: the old analog recorders can take over from the final digital output (if your ear can hear it, so can they). The final option is prosecution of those who get caught -- then we have to be concerned with identity theft.8-)

I see it as a complete and utter waste of time, money, and resources on something that will be nearly impossible to enforce once the device is in the hands of the consumer. It is trivial, especially in the current climate where there are many more pressing issues at hand.

when we have digital produces there seems to be an automatic assumption that you should be able to use it covertly :-?
Nail clouted squarely on head. This applies to cameras in mobile phones rather than conventional digital cameras. When I point my camera at someone it should be obvious that I'm taking a photo & not reading a text message, watching TV or using the Internet. That's what I find so disconcerting about these things.
Mind you, I don't think this proposal will have the desired result. I'm certain that people interested in taking perverted images will find a way round it.

How about they start going after these (registered) creeps instead of going after the general public? If he/she is a registered sex offender or porn distributor, they should not have access to a camera, phone, computer, or internet from any source.

It's not necessarily the registered sex offenders. If you read the article it's more about this sort of thing.

I don't see how the camera making a noise can prevent sadistic bullies filming attacks on their victims. This seems to be common practice these days & from what I read it's getting worse. I don't know what the answer is.

No camera phones? :-?
I really doubt having the phone emit a sound would even be noticed in a place like a noisy subway terminal or crowded city street. Also. those small digital cameras will record short movies.
The only thing I can think of would be to impose a very stiff punishment on such crimes, something relating to the removel of most cherished body parts with a dull rusty breadknife and no anesthetic.

As much as I like that idea, once said person has been caught and punished the images have probably been doing the rounds on the internet for some time and will be there to see for ever.

Unfortunately, that is often the case.
But losing one's wrinkly bits should provide for a strong deterrent. Acually, why not make the punishment so harsh that any crime isn't worth the risk? That would probably go a long way in preventing a lot of illegal activities, but I know it will never happen.
