Blind people have been handling paper money for a long, long time. Very few merchants, etc., even the crooked ones, would have the heart to rip off a blind person; I don't see what the big deal is.
If folding corners or trusting others doesn't work, they could use a hole punch to make small holes in the bills (embossing would wear down eventually; money travels quite a bit).
Or is that legal? Hmmm.
Anyway, instead of making bills different sizes or whatever, maybe the Treasury could punch the holes, if it's not legal for individuals to do so... a very simple solution, although I really don't want my tax money used to pay for setting that up... >:(
