Well it would appear someones gotten one to many parking or speeding tickets as there are reports another incident (possible letter bomb) now against the DVLA.
Add that to the previous other traffic companies targeted.

I am thinking of the poor lady that opened the first one and is now in hospital with hand, face and chest injuries

Well hopefully they get him/her before any more people are hurt and place him with a rather large, lonely man in a cold prison cell as soon as possible.

Also in todays climate once he/she, most probably he, will end up with a conviction for terrorism........game over, unemployed for the rest of his life.

I hope they catch and incarcerate this sick individual soon. This kind of thing is reminiscent of the Unabomber in America :-/

To be fair, how would you define a letterbomb campaign if it's not terrorism? :-?

One can sympathise with the apparent motives, but not with the method of this chap/chappess' ways.
