I just don't get why he got in trouble in the first place.  Would they prefer he threw it away on the sidewalk?

No not really most major cities make trash a part of another service, like here in Fortworth is part of the water bill. In rual areas you have this wonderful thing called a burn barrel

Strikes me their time would would be far better spent tracking down the vandals spraying graffiti on the bins. ::)

I think whoever fined him got a little carried away.
and I think the intent of the law was to keep people useing public garbage bins for all their garbage
and not haveing to pay for garbage pickup

The issue was that as far as the council were concerned, he was putting "domestic" rubbish in a public bin. The council would be the owners of this bin, and as anyone who pays council tax in the UK knows, they will take money off people at every available opportunity.

I still don't get it.  I'll just leave it at the UK doesn't know what it's doing. ;D Driving on the other side of the road... who woulda thunk it!?

In the US, any member of the public can put any kind of trash in the public trash cans, then later public garbage trucks funded with public funds will come by and collect the public trash.  None of this fancy you can, you can't.  At least in Houston.  I woudn't be surprised if some cities or states charge to pick up trash.  Or just not pick it up at all! [cough]LOUISIANA![/cough] ;D

I suspect there might be more to this than meets the eye. I wouldn't believe anything printed in the Sun for a start. The council spokesperson said this chap dumped more than just a couple of letters as he claims. Maybe he makes a habit of dumping his rubbish in the street litter bins. From the look of it that's only a small bin, the type attached to a lamp post & intended for general litter. I don't know how regularly it's emptied but if everyone used it for their household rubbish instead of disposing of it properly it would soon be overflowing with no room for the type of litter it was intended for.

I read the article and I think he was throwing away his "junk" mail. least thats how I understand it.

still a trash can here in america, is a trash can. You can throw away your trash, they encourge it. Public waste, well if you think about it public waste was domestic waste. Would they mind industrial waste instead?
