As Sun Tzu said: "A weapon is not an auspicious instrument". But I doubt he'd have gone into battle without one...

The article states that this new weapon might be possible to "stun" and not only kill.  So, I probably wouldn't use the word "cool" but a nonlethal weapon is a step in the right direction (although its not always applicible).
