But seriously, people can't do maths or something, why those 2 giant red an yellow bars? For the foreign, not english speaking nightshop-owners in Illinois to obey the law?

When you're talking a person working at night, they're not the most alert of people.   Also underage teens try to sneak by during peak hours...

 It appears the sex change operation went well.  ;D

A lot of states are that way.  Oregon has done 2 redesignes in the last several years and the newest one has something simular-my sister has one of those.  Mine just has small section where it says "Minor Until 5-21-2006" in red in the corner (no red box, just red letters).  The only reason it sticks out is because it is red-but its the same size font as everything else and is off in the corner.

I however have a standard one with no restrictions at all..:-)

They've done the same here.  Its even in the same spot as yours...only our licenses are pretty much all white and there is 2 little lines of red print saying under......         Funny though....The only thing ive ever been carded for was to bye a ps2 game at walmart :-/   Ive walked into more then one gas station and bought cigaretts without even a questionable look  :-X  Though come october i have to renew it as soon as i turn 18.  Never could figure out why.  Says right on the card expires in 2008.  But a friend found out thats not the case...charged with speeding and expired liscence even though it said good till 2007 :-/
