I think it generally means "idiot". If you need anything translating for you I would ask Heretic. He's german and types english good enough to put most here to shame. ;)

Unfortunately you had to stumble of a prime example of utter nonsense....

A "Yooper" is someone who is from the Upper Peninsula of the State of Michigan.  Apparently the area appears to have been settled by people who couldn't (and probably still can't) pronounce English properly, so their pronounciation of "Upper" comes out as "Yooper"

as for the "flip-flopping" part, that was a free-out of context "insult" in the thread.... :)

Don't worry Mr.Ray_Ban. Most modern slang expressions are a complete mystery to anyone over 30 of any nationality. ??? ;)

Did you understand what a "flip flop" is?

It's a cheap rubber sandal worn to the beach or swimming pool that makes a slapping sound against the heel as the wearer walks.

In politics it refers to someone who flips from one position to another and flops back again.
