I would have presumed, that judging by the number of deaths caused by the sinking, that the wreck of the titanic would be held in the same regard as any warship that sank with loss of life. Basically as an underwater graveyard to which it's illegal for anyone to go shifting through. It's grave robbing pure and simple.

Sounds like some good news for a change.

I like the concept of protecting the wreckage but if it's in international waters how do the US and England propose to assert jurisdiction over it?

I know there are international laws of salvage but I thought they required an active and ongoing operation.

How will this treaty be enforced?  With 24/7 military surveillance?

This sort of thing should not require a treaty to protect it.  It should be a matter of common decency - welcome to the 21st century.

If it's made international law then I should think that there's quite a bit Britain and America can do to prevent it.

There is a good thread on this issue in the History Forum...
Personally I don't think anyone has the right to go looting a grave, no matter where it is, or how famous it is >:(
