The guidelines for all speed cameras dont apply to all Police forces and are voluntary even in the forces that do apply them.
As for a defence there isn't one ..... if your name is on the registration for the car .... or your name is given as being the driver unless YOU can prove that you wern't driving YOU are guilty.
I fell fowl of my name being given as the driver of a car... I went to the police and told them my side of the story as to my whereabouts. However I had no proof as all the paperwork relating to the delivery I had been on had been altered by my boss because HE had been driving at the time. I had to take the fine and points basically because taking it to court would have cost me a fortune and probably ended up with me getting a bigger fine and possibly loosing my license.
The law regarding speed cameras in the UK basically means that you are GUILTY untill proven INNOCENT which is against all reasonable principals of law and a breach of human rights in its worst form...
When I confronted asked the policeman about why the camera didnt take a picture of the driver also ... he stated that that WAS a breach of Human rights and therefore they wern't allowed to.
This was in Scotland several years ago and things may have changes slightly with the introduction of more sophisticated cameras and methods of measuring speed with them ... but the law hasn't changed.
