The quote appears to be a machine translation of the original Spanish "Runner Bolivian" makes sense when you take it literally into Spanish - "Corredor Boliviano" which, in the context of the article, means "Bolivian Corridor".

Bolivia is landlocked, and lost it's "corridor" to the Pacific Ocean in the mid 1800s after a dispute/war with Chile.

Basically, the area in dispute, while a desert, is rich in minerals, and commercially a valuable resource.

How could you tell? ;D Or 1/2 Chilean, to be technically correct.  Just mix all the flags in my signature in a pot, and you got my nationality. :D

I used Altavista, because for the amount of work to manually translate it, versus by machine, it just wasn't worth it. :P Besides, anybody reading the quote would still get pretty much the same message.
