Bolivia is landlocked, and lost it's "corridor" to the Pacific Ocean in the mid 1800s after a dispute/war with Chile.
Basically, the area in dispute, while a desert, is rich in minerals, and commercially a valuable resource.

Scorpion is (I believe) Chilean.
How could you tell? Or 1/2 Chilean, to be technically correct. Just mix all the flags in my signature in a pot, and you got my nationality.
I used Altavista, because for the amount of work to manually translate it, versus by machine, it just wasn't worth it. Besides, anybody reading the quote would still get pretty much the same message.
