I'm not sure there is any single cause of this problem or a simple solution to it. That would depend a lot on the local circumstances. Behaviour & attitudes have changed a great deal during my lifetime & I have my own (strong) opinions on the subject. Most of my friends & my own daughter agree with me. I can only speak for my country but the main difference now is parental responsibility or complete lack of it. It's not fair to generalise but in many cases the kids doing this sort of thing are from dysfunctional families where the parents (or parent) have lost control over their offspring if they ever had it in the first place. Most of these things tend to happen in the early hours & one wonders what these children are doing out that late at night. Many of their parents have no respect for any form of authority so how can you expect their kids to be any different? This is learned from an early age & it's unreasonable to offload this responsibility onto the schools or blame the teachers.
Another thing that has changed is the community spirit. I've never visited Woodhall Spa where the Dambusters memorial is but it's a village in Lincolnshire. Like many similar villages this has grown considerably in recent years & will no longer be the tight community it once was. The memorial is apparently used as a meeting place for young people. I don't know when the photo was taken but from the condition it appears they treat it with respect.

I don't know if this is the case here but most villages of any size once had their own village Bobby who lived in the community & was on call 24 hours a day. (Very much like the popular Heartbeat series on TV.) When I lived in the village of Sompting from 1968 - 1980 our local copper lived just round the corner from me & we used to chat over the garden fence. They knew all the suspicious characters & where they lived so if there was any trouble it could be instantly dealt with. They also knew all the local kids who were a little frightened of them. If you were caught doing something naughty it was usually dealt with on the spot with the threat of telling your Dad if you were caught doing it again.
Sadly the good old village Bobby is now a thing of the past & replaced by mobile police officers with no local knowledge controlled from a call centre sometimes many miles away. Even if they agree to turn out, by the time they arrive on the scene the offenders will be long gone. If you're lucky you might have a Community Support Officer on patrol. These have very limited powers & are usually on duty within office hours only. This is not when these offences occur so however keen & competent they might be they are completely useless.
I could go on but cannot see an immediate solution.
