Unfortunately I can't think of a way that's enforceable.

An electic collar that emits an electromagnetic field strong enough to knock out any circuit board within a radius of five feet.

I know many spammers use others' computers to distribute their little bundles of joy, but I can't help but think there's a way to turn the tables on a spammer... hoist him by his own petard, as it were. A counter-virus...

But somehow keping them away from computers is a fine punishment... the ones who spread viruses just for the rush of power they get from it would suffer greatly without access to a terminal; without computers they're nothing (in their own eyes).

Lately I've been getting spam email that is trying to get me to buy viagra and the like. The funny thing is that they misspell the name of the medications in the subject in order to get past word filters. Wouldn't it stand to reason that if I have my email filter set to block the word "viagra", then I am not going to buy it regardless of how it's spelled? ::)

No use me mailing you the latest jokes then. Most of the best ones I receive mention Viagra or various other dubious words. :P :D

The amount of E-Mails I get with intentional, re-arranged, miss-spellings of words and Domains that now get past my E-mail filter every day is amazing....>:(...!
Now there are more Spam E-mails in my In-Box than there are in my actual, filtered, "Spam" Mail Box...!!

I very often hear of people who received this kinda messages :

Hello, *insert name*

I am *insert another name* from the Steam support bureau. We have recently noticed that some of our users' accounts have been pirated, and, in order to check yours, we need you to send us your account's name and your password. Please send all those informations to steam-support@hotmail.com.

Best regards,
the Steam support team.

So classic ::). It always surprises me that people think that steam hasn't enough money to buy a domain name and has to use hotmail ::). I don't know but gee, you have to be pretty naive to give your password like that....

Amazingly there are occasions where a desperate idiot/fool/numbskull/whatever would fall for something like the Nigerian scams knowing full well that Africa is one of the poorest continents on the planet. :-/
