If your going to pay $40,000 to move to canada just to download music then you might aswell stay where you are and just buy the albums instead. :P

As for Canada being to close to the US.
Think about how close the UK is to other countries... like France.

But in the old fashion ***LEGAL*** way.

Step 1: Buy And Drink Pepsi
Step 2: Look inside the cap for code
Step 3: Go online to iTunes.com
step 4: Enter code
Step 5: Download and play ;D

Pretty redundant isn't it? ::)
