While we would have thought nothing of this when I was at school the situation has changed a great deal since then. Anyone even touching a child is risking being accused of physical assault or even worse. The children know this as much as adults should although it seems that some adults aren't fully aware of the risks. This is not an isolated incident & it all stems from a gradual deterioration in discipline & respect leading to frustration for anyone dealing with other people's unruly kids. Their hands are tied & there is very little they are allowed to do in order to control a child causing disruption to everyone else. An impossible situation that must test the patience of a saint at times. This inevitably leads to the unruly children getting more attention than their better behaved peers causing them to lose out. The teaching profession must take part of the blame but they are now reaping the benefit of their own perhaps misguided actions back in the 1970s. It's quite possible this driver will lose his job & if this had happened in this country he would be lucky to avoid criminal proceedings.
